James S. Cheng is founder and principal stockholder of Computer and Hi-Tech Management, Inc. (CHM), a growing information technology services company with principal offices in Northern Virginia and Virginia Beach and other offices across the country. Under Cheng's leadership, the company has grown from $300,000 (1994) to more than $78 million (2002) in annual revenues and over 650 staff members.

CHM's Department of Defense client base includes the Navy, Air Force; and Marines, DISA, and DoDIG. The company's civil agency clients include the State Department and departments of Commerce, Treasury, Agriculture, Homeland Defense, HUD, HHS, Justice, Transportation and GSA.

Cheng's successful efforts resulted in the company's winning Virginia Business magazine's 1999 Vanguard Award as the fastest growing company in the Commonwealth of Virginia and achieving ranking in Inc. magazine's "Inc. 500" for the past three years (including No. 12 in 1999).

CHM was named one of the top 100 Federal prime contractors and No. 4 in Top 25 8(a) companies by Washington Technology magazine. Along with numerous growth awards for the corporate growth and quality, Cheng was honored as the 2001 KPMG High Tech Entrepreneur of the Year for SE Virginia and a Chinese(Taiwan) Overseas Youth Entrepreneur for 2001.

Cheng received his B.S. in Computer Science from ±¬ÁÏ¹Ï in 1982, an MBA from the Colgate Darden Graduate School of Business at the University of Virginia, and a law degree from Georgetown University.

His community efforts include serving on the boards of the Virginia Small Business Finance Authority, Governor's Economic Strategic Planning Council (2002) and the ±¬ÁÏ¹Ï Educational Foundation. Cheng and his wife Jeanette Wang, reside in McLean, Virginia.
